This question could be split up in several parts, and some of them might rather belong in the basegame-forum. But here it goes:

If I start my city management phase by producing chichen itza or angkor wat or other wonders that could effect other cities, could the other cities use that effect this turn?

And, there are resource abilities(atomic theory) and great person(s) that could give a city several actions in one turn. If I produce a building that increases the number of production in the city on the first turn, I assume the second turn then is affected?

Notice that Angkor Wat only affects the city in which it is built; only the city that has Angkor Wat gets to harvest a resource twice.

Hmm, seems like we've misread that. Im not entirely convinced though

Have you gotten that from an official source? Is it something about it in the rulebooks?

The way we thought of it was that "that" city refered to the city you choose as city for the "once per turn".

The way I see it, its not that powerful compared to other medieval wonders. On the other hand, I'd say Himeji is extremely strong compared to the others.

Well no other wonder only affects a single city. I was thinking it would be in the city you built it in but now I think it is one of your cities. It isn't phased very well and is ambiguous.
