These are unit cards but their backs are that of the action deck. I thought at first that this could be on purpose making the only way to obtain these special units is through drawing action cards...but then I thought, what happens if the Russian player draws Guderian (German unit) or vice versa? And you can't just shuffle these into the unit deck because of the different card back...
