Does this robot bid on power plants with the cheapest individual resources, or the power plant which is cheapest for one production?

For instance. If coal were at 3 and oil at 4, would the robot bid for a 2-coal plant (#4 costing a total of 6 electro), or a 1-oil plant (#9, 4 electro)?

I think the coal, since it is a cheapest resource. I think this robot is designed to keep the market competitive.
