My knowledge about imperial phonetic and linguistic may not be up to date, but I would go with
ˈmɛkɑːtɒl rɛks
Why? Well, after studying the IPA table and stressing rules I honestly don't know anymore...so, it's a gut feeling from a non-native speaker..

I don't think so, there is no vowel following and /k/ is a fortis consonant sound which makes the /e/ a shorter vowel.

May not be proper but I have heard it done that way. Probably due to the varied dialects and accents. Many of the same words in American English are used with long vowels were the same words in British English are soft.

If I ever play the Emirates of Hacan, I will pronounce it Meowcatol Rex.
I say Mehk-a-tohl Rex, but have heard Mehk-a-tahl as well. I think my way is consistent with Latin phonetics, but I don't stress over it.

...what about the "Emirates?"
Is that pronounced "Emirate of 'Ha-SSS-ahn'" or "Emirates of 'Ha-KKK-ahn?'"

Personally, I've always said "meh-KAH-tahl REX."

This. The "Rex" suggests latin.
Which would make the consistent phonetic
Mek-a-tohl Rex. (Like Mc from McDonalds, a, to(we)l)
Of course, i believe that "Mech" also uses a "hard finish", but reads weird to me, as it would end the same as "chances" starts. We need someone that is well-versed in phonetic script to properly write it, i think we're on the same page.
