I've used Alvin & Dexter on the Swiss map before. It actually worked out quite well because you don't have the single card restriction on drawing face-up locomotives.

I think it could work well with India too, using Alvin and/or Dexter to block a key route to delay an opponent's mandala or to save that route for yourself to complete your own mandala.
