I tried several searches, and there are some discussions that approach the question but didn't find a direct answer.
Recently (today) played a HT game with several of us with, maybe 15 games each, and a singular firstie.
I decided to test a tactic of forcing growth through blocking and expanding until I could score cities almost entirely from the "free" placement on adjacent routes.
I didn't even get my 3rd action until almost halfway through the game.
My main worry was running out of supply.
Suppose the Action route has one of my meeples on it. All my other meeples are spread out and my entire supply is gone...If someone displaces me, I move that one to an adjacent route, and have zero supply to place the "free" meeple.
Is there any mechanic to address this, or I just better plan to score before that point and then I will have meeples in my supply again?

You can take from these locations in descending order:
1. From stock 2. From personal supply 3. From another location on the board

so if all my other supply/stocks are gone, I can pick a meeple up from another location and place it on the adjacent route (supposing this is more advantageous than simply waiting until my turn and moving it with an action)?

Yes.
You may decline the free placement from your stock/personal supply/board as it may cause you to not be able to perform your desired action when it's your turn.
Note that there are some high level tactics that take advantage of players who fail to manage their cube levels in stock and supply.

Yes you can, but usually this is a bad situation because everyone will kick you out of the good spots. Has happened to me a couple of times.

it was a test...and the tactic will probably not be overlooked by other players again.
I let them push me and push me until I was almost out, then I started scoring most of the lower offices with singles in White like Hildesheim (sp?) and Minden, then Daderborn and out to Duisburg.
Near the end I used my One Merchant to score on Dortmund and then out to Goslar.
I was the first to 20, network of 6, and barely got over 35 points IIRC.
But I had managed to block others from getting the 7 and the 11 Coellen.
We haven't yet played with the "score but not occupy" method...so that would probably allow me to Rush the game even more. We are still learning, and I really didn't expect to be the winner.

Since it's the rules forum, just in case there's some confusion here. That isn't an optional rule. When claiming a route you are never required to establish a kontor or choose a skill.

understood: I should clarify...we failed to understand this was the correct way to play.
So I can properly clarify to my group:
Say I have the White offices in Minden, Hildesheim, the White Merchant in Dortmund, and no competition for Control on any of them yet: My group tends to battle over Actions and Coellen for a bit.
If I can score and occupy Paderborn last, I get VP for the 3 adjacent I occupy correct?
Then once I occupy Paderborn, I could rescore the route between Paderborn and Minden and get those VP over and over until my group wakes up and works to stop me?
I could see a similar tactic north of Minden with Bremen, Hannover, and Paderborn around it.

ah, that does make a difference.
We were erroneously reading it as "score for each city on adjacent ROUTES from the city you score."
Thus, setting up a ring, then completing the middle was more VPs since the middle connected to more Cities.
Only the two Cities on the Route you score count. Sorry, got off topic with that questioning, but it will change our game a bit now that I can correct a little bit of overscoring in that regard (mostly by me). It wasn't really part of many games, but it did occur at times.
