As the subject line says, can you assign hits to tipped models?

Like if you do 3 hits and your opponent has 2 cultists with a defense of 1, could you do all 3 hits on the same cultist letting the other one live?

Don't really see anything against it in the rules, and there's even the mention of hits exceeding the defense value.

Nope - tipped models are rather dead already and don't count as legal targets any more, they're only not removed yet because they can still fight back.

I agree that the rules can be interpreted in the way you attempt to because they never explicitly say that tipped figures aren't legal any more, but it would be wrong to do so. If you don't believe me, you'll have to ask this as a rules question at FFG.

I've asked a few rules questions about assigning targets myself once, about border cases. The responses boiled down to:

* You can't assign one hit each to two enemies with two defense each - rather, you cannot commit damage to an enemy without killing it unless there are no other valid options.

* You can assign damage in any order you like (so if you have two hits to assign, you can assign one to an enemy with 1 defense and then have only one left over even if there's only figures with 2 or more defense left, netting only one kill of an enemy with 1 defense).

Cheers, what if you are fighting one model with defense 1 and one model with defense 2 and do 1 hit, you would have to kill the defense 1 model?

Yes. Units can't absorb hits if they don't kill that unit. If you have a legal target that can be killed, you must take it.
