Do I always reveal a new plot card at the beginning of every plot phase or can I choose to maintain an already revealed plot card to use it again?

Edit: when I play a card in the marshalling phase who states Marshalling:... Can I imeadiately take advantage of the effect or do I have to wait until next round? ex: Summer Sea (Targaryen deck)

Re: Question about plot phase
You must reveal a new plot each phase.

If it is in the Revealed or Used state, then it is not in the In the plot deck state and can't be used.

To answer your second question: you can take advantage of the effects of a card as soon as it enters play. Most cost-reducers immediately pay for themselves (or more) because of this.
