So when you play a card for Operations Points(OPs) sometimes the Event Text(ET) is used if the OPs have your opponent's colour. When America plays a red card for OPs the Russian player gets to resolve the event. Sometimes, that is.
AFAIK when you use a card for the spacerace, the colour does not matter, the ET is not played, even if it is your opponent's colour. If I understand this correctly! If you play a card to place influence markers, then the event is played, if the colour is your opponent's.
How about: - I play a card for a coup: I use the OPs, but... is the ET played if the card is your opponent's colour? - I play a card to try a few realignments. Is the ET played, if and when?

When you play for Ops a card that is associated with your opponent, the event always happens no matter what you choose to do with the Operation Points (placing influence, coup attempt, realignment rolls).
The event is implemented as if your opponent had played the card, but you get to choose if the event happens before or after you have used the Operation Points.
Obviously, if the card is used on the Space Race, the event does not happen, whatever its association, and the card goes to the discard pile.

These questions are asked so often, and are repeated so many times over and over, can they just be added to the main page of Twilight Struggle. Like a pre-FAQ, hit the viewer in the face with the answer sort of thing? Sadly enough, I think I asked them when I started playing. It's a bit counterintuitive at first.

You can sort by "Hot", this goes by thumbs.

Perhaps it's my platform (Linux with Chrome and Firefox) but I don't see anything that lets you sort a specific forum. I know you can sort when you are looking from the games' pages, but that is less useful when you are looking for something specific. Clicking on the thumb doesn't do anything---so far, the only way I've been able to sort is by appending &sort=hot to the forum URL.
