What would I need to buy to make a full NW deck and a full Wildling deck? I would like to have it balance with my core decks.

Existing card pool
2 cores, Martell expansion, GJ expansion, and Ancient enemies.

Do a search for cards with "Night's Watch" or "Wildling" text on:

The cycle that you will want is Defenders of the North. That has the majority of Night's Watch and Wildling neutral cards, but the problem you're going to run into is that you have to run them out of a house, and if you're just using spares from 2 cores then they won't be viable or balanced.

You could try to run them out of the Neutral Faction deck, but then you will need a lot of neutral locations (most likely Searoad and Roseroad from Kings of the Storm expansion) since other house locations will cost the additional 2 gold penalty.

Doesn't Neutral Faction reduce the Gold Penalty by 1?

I would be okay running it out of baratheon.

I just thought about this, if I am playing 2 different houses and they Both have the same unique character what happens when one dies? ex: Stark vs targ PotS Norah mormont or Baratheon vs stark Duel house brine of tarth.

That doesn't matter. You and your opponent can both have the same unique in play, and if he has one in his dead pile, you can still play yours and vice versa.
