I don't want anyone to take this the wrong way—I love this game's theme and mechanics and just about all the rules (the searching is a little awkward)—but it is a major investment of time to set up and take down the board only to have a lopsided scenario in between that one side wins rather easily.
Having played through most of the early scenarios, it seemed like Salemites could never get a break, especially when the victory for NORAD involved getting "Speedy Gonzalez" Vasquez to escape from the map. And then I played the 4-player scenario "Pillage" and it was ridiculously impossible for 2 NORAD players starting outside without keycards to defend themselves against 4 Salemites (including Jack Saw and Einzstein), whilst trying to search the buildings for high value/low weight loot (a small minority of cards).
I'd like to know from other players who have played scenarios multiple times if any of them seem anything like even odds for the two factions?

I have played the first scenario many times, and I think NORAD has won most of the times...

Agreed. Very hard for Salemites to win once Vasquez is found. She's too fast, and without the duel for interruption rules, it's impossible to stop her. It's also not that interesting of a scenario without the ranged weapons, and not one I'd ever return to, even with new players.

I actually just played Earth Reborn for the first time last night with my wife and we played the first scenario to ease her into the rules. She played Norad and she was getting upset that she felt she had to be on the defensive since she was outnumbered with only two characters to control (and initially just the one). Once I explained that Vasquez has so much movement and that I was actually the one handicapped she enjoyed the session much more. (She won by the way.)
I'd still say it's a worthwhile scenario to introduce to new players because it eases them into the game and if you let the new player be Norad they'll probably win and get more intrigued about the game and how it may be more than meets the eye.
But to the op, yeah it's way unbalanced and not one that I would return to once everyone knows the rules.

I think somewhere in the rule book, Christophe mentioned that you could replay the different scenarios including all the rules you wanted, thus you can replay the first one with interruption... But once the rules are learn, why bother why scenario?

Whoops, I actually meant the salenmites, believe it or not. You do know that she cannot go through enemies, right. The salemites in our plays have usually been able to trap her in her room or another room, forcing Franck to break down a wall for her to escape (or kill the blocking salemite). If Franck tries to break the wall and fails one or two times it looks very good for the salemites.

Only one of the three rooms Vasquez can be in isn't a long door, meaning it would take TWO salemites to block the entire door. Considering Jeff Dealer is the only one with a keycard, and the slow speed of the zombies, I'd think the Salemites would have trouble getting in and blocking doors before Frank Einstein has time to break down at least a door or two... Or maybe you're not activating all Salemites before reactivating any of them? Your description of the scenario sounds like Frank is the slow one compared to the Salemites.
