In an outdoor encounter the OL can move monsters with threat. Can he move one that is webbed ?

I'm asking the question because the heroes are just webbing lieutenants down and killing them easily. Can the overload move the lieutenant out of the encounter while he's webbed ?

Webbed means no movement points can be spent. Webbing an Lt is a common tactic to win encounters. The typical strategies of outdoor encounters is to keep your Lts close to exists and flee early. It's not uncommon for the Heroes to kill the Lt before the Lt's first turn, especially during the Gold stage of a campaign, so use the other monsters to act as flesh-shields to give the Lt time to scurry home.

But to answer your first question, yes, 2 threat can be used for 1 movement point on any monster (and 2 threat for an extra Power Die). It's a lot like how Heroes use Fatigue.

You're saying yes he can it even if it's webbed like the telekinesis skill ?

It doesn't matter where those movement points came from, they cannot be spent. So if you spend Threat to give a webbed Lt movement points, they're wasted because he cannot spend them since he is webbed.

Sorry my first post wasn't so clear, I thought you were asking if he could spend Threat to gain movement points. Then asking with these threat-based-movement-points can the Lt move. No, the Lt cannot move if webbed, period.

in short:
2 thread --> 1 movement point
web --> movement points can“t be spent
conclusion: you cant move the LT by thread when webbed
:)

Notice that this is slightly different from the use of fatigue, because there are items which give you the ability of moving even if something says the contrary.

But ... is it "no movement points can be spent" or "no movement points can be used to move", i.e. may you e.g. transfer an item ?

it says "the figure cannot spend any movement points that turn". that would mean that the webbed hero can't transfer items or drink potions. however, i do not know if this has changed in some errata or faq.
