Razor wings are flying through spaces with heroes on guard ending their flight further. Can the heroes attack them as they pass by while indoor ?

The rules say a flying creature ignores enemies as they pass through them, but I'm still not sure what to think.

We've ruled that they can do whatever they want outdoor. They are only touchable when then swoop down to attack.

You're confusing Fly with Soar. When indoors, creatures Fly. When outdoors, they Soar. There are two completely different rulesets.

In brief, a Flying creature can always be melee-ed. The only thing Fly gives them is the ability to move over obstacles/enemies. Soar is an entirely different matter.
