When the Capitalist initiates military conflict they have to use 2 cards. Is that only the first round of the conflict or every round?

For example, Capitalist has a military conflict with Communist in an adjacent region with the same level of tatics. So, there is no distance or advancement penalty. The capitalist plays two military cards for the conflict. The Communist places a military card to deflect the influence cards. The cards are discarded. No the capitalist wants to continue the conflict... do they again have to play 2 Military cards. Or can they continue playing 1 at this point?

Does this penalty apply to the use of WMD in any way?

Hi, Bob.

All penalites, including distance, advancement, and the Capitalist's Isolationism penalty, only apply to the initial attack, not to additional cards played during the same conflict.

However, if the Capitalist player initiates another Military Conflict during the same turn, he still must pay all penalties to initiate the conflict as normal.

Regarding the WMD, you don't have to pay a Military Influence card to launch it, but you must still be at war with those whom you are targeting with it.

Andrew.. thanks that's what I thought but wasn't sure.

One more question wrt this.

It says the penalty applies to a Level 2+ region. Does that apply to it's "base" level or its current level?

BTW: We had our first play last night of the 2ed and everyone seemed to enjoy it quite a bit and there was much discussion after it ended. To me that is the mark of a good/fun game. Thanks for it!

Glad to hear everyone enjoyed themselves. The game plays best with a social crowd, so it sounds like you had just the right mix for it!

Regarding your question, the penalty applies to Regions with a current level of 2+. Essentially, the Capitalist player can keep military conflicts under the radar until the Region starts becoming more influential. surprise
