I need some clarity on the beginning setup in northern Africa. Do I need to place one 2-3 Inf in Morocco, Tunisia, and Algeria or is it just two of the countries as the card has an (or) before Algeria.

France must place at least one 2-3 Inf unit in either Morocco, Algeria or Tunisia. She may place more than one in the area bounded by those three colonies, if so desired.

The net effect of France's 39 deployment instructions is that at least two 2-3 Inf units start the game outside European France ... one in either Morroco, Algeria and Tunisia, and one in Lebanon-Syria.
