Hi,
The Sabotage agression card states that the wonder has to be under construction. What I understand it that you can only use a Sabotage card to remove a Wonder with resources on it (i.e. your opponent has started to build the wonder by putting resources on the card). Thus, I would not be able to use the Sabotage card to discard a wonder that is in my opponent's hand and not currently under construction. Am I correct?

Wonders are never in player's hands. Sounds like you're playing incorrectly.
When drafted they immediately go on the table and are available for building. And available for being destroyed by Sabotage.

This is correct. When you draft a wonder, it does not go into your hand. Instead, you place it on the table and it is immediately considered under construction. So, yes, you can sabotage a wonder someone has drafted and not yet spent resources on.

The exact wording from the rules (Page 4) :-
Wonders are the only cards that you put directly into play. You never keep a Wonder in your hand. If you take a Wonder place it next to your Government card. The Wonder is now said to be "under construction".
That's very clear - the moment you pick up the Wonder it's under construction.

I understand the rule, but just for theoretical sake -- what are you sabotaging if the card is down but nothing is yet built (there are no resources on it)? The "will" to build it? Is the game assuming the AP(s) you spent some effort towards it. Finally, why does the whole thing have to be scrapped (discarded) -- you *could* rebuild from scratch if you wanted -- should be up to the civilization at that point. Yes, yes, it's a game -- I did say theoretically.
