Two unrelated questions:

1. If you use your Heavenly Host to seal off a town on the board, can you still use it to protect yourself from Dracula's vampires? It's technically still "on your sheet". Otherwise, I do not see why they include two components to deal with the Heavenly Host, i.e. why you couldn't just put the Heavenly Host itself onto the game board instead of getting out an extra marker.

2. If Dracula escapes as a bat, where does he put his Local Rumours marker? In the town whose combat he just left, or in the town in between that and his new town?

From the Reference Sheet: "The Host can be used any number of times in combat but may only be used once if place to serve as a barrier." Once you've used it as a barrier, you can no longer use it in combat. We return the encounter chit to the box at that point to avoid confusion.

Note that there are only 3 Host markers in the encounter set but 4 can be placed on the board (you get an extra if you place the first via the Event Card). Having separate markers is a luxury, but if you didn't have them and used encounter markers on the board, it would be awfully easy to mistakenly put all 4 in the draw cup.

In the town he just left, so long as he remains in the new one. Local Rumours is never placed in the same town as Dracula, always the penultimate one he has visited.
