Can the Tactics card (play it as a 2 or 4 dojo card) be played without a dojo card? It seems to be worded that way but that means it is the only skill card that can be played that way, right?

Yes. The 0 and 6 skill tiles require a card to be discarded, but not the 2/4 tile.
