I assume this means:
Play X. 5 cards 1 action Play X. 5 cards 2 actions Play X. 5 cards 3 actions Play Smithy. 7 cards 2 actions Play X. 7 cards 2 actions Play X. 7 cards 3 actions
I'd say its a 3 cost card, but I am not sure how useful it is.

Do you perhaps mean something like:
Oddly Bad Village +1 card +1 action If the previous action you played this turn was "Oddly Bad Village," +1 action
?
If so, I'd price it at 2 or less... or not bother.

I think the wording you are looking for is: "If the action before this was {Name of Card}: +1 Action."

Nice if Peddler is around and there are +buys, or Tournament with Diadem. If it works as Ryan guessed, then it could be a weak version of a village... but not good enough to go out of my way to buy.

To use this at all, you need to put together a 4-card combo: 2 This + 2 Terminals. It's strictly worse than the 3-buy Village, and is still too lame to be worth it at $2.
There are really two options here. One is to make it like Duchess - give it an effect that lets you pick these up for free. But it's a cantrip, so unlike Duchess there's no reason not to say yes when you get the chance, and it encourages running multiple copies of this, so that would just lead to a weak pile randomly being emptied quickly. The other, better option is to tack on an additional minor bonus. Throw a +Buy into the default effect (which makes this a bad Worker's Village rather than a bad Village), and it brings something to the table that perhaps no other Kingdom card does and contributes even if you have only a single copy, and I could see this at $2 then. Maybe.
But at that point, it's treading on Hamlet's design space, and Hamlet is a much better-designed card anyhow.

Heh. I like the name "Oddly Bad Village". But I agree that this version seems too weak at any cost. Going in another direction from salty's suggestions, I wonder if "Oddly Bad Laboratory" (priced at 3?) might be a more interesting card? It would be slow to get going, but once its rolling it could probably make a strong draw engine for cheap.

Card 2 Cost $3 +1 card, +1 action If the last action played was Card 2, +1 card, +1 action.
Card 3 Cost $2 +1 card, +1 action If the last action played was Card 3, +1 action In games using this, if you have extra buy(s), this card costs $1.

To be more thematic, I'd suggest naming it "Slums" or "Ghetto" rather than "Oddly Bad Village". Or if you want something somewhat comical: "Impoverished Parish". Or even just "Parish". That would go with the last action aspect. Thing "alms to the poor".

It's worth noting that we already have an actual "Oddly Bad" card in official Dominion, right down to its name containing the strong version's name as a substring and its effect requiring multiple copies to be any good: Fool's Gold.

Independently if the cards are balanced and interesting, I think the last sentence of "Card 3" is quite oddly written (I'm not English native speaker so I may be wrong). I'd write something like "if you have already bought a card this turn, Card 3 cost $1".

Man, pardon me if this sounds cynical, but a card reading:
+1 Card, +1 Action "When this is bought, trash the rest of this card's supply pile."
might be easier.
If the idea is to just hand out weak cards that really don't do anything but encourage all of them to be distributed, cut to the chase, 'eh?
