If nobody chooses the Captain during a phase, everyone can store as many goods as they want until the Captain is picked in a later round, right?
It seems that only on the Captain phase one had to get rid off extra goods that they dont have storage for. So, if the Captain is not picked, there is no Captain phase and you dont determine who can store what menaing you just keep all of your goods. Is that correct or did I mix something up?

Yes, that's correct. Goods only "spoil" at the end of the Captain phase.
