Yes, but if you have nothing to trade when he activates you get nothing.

We would say yes anyone can claim him but he can only be 'used' if someone has goods to exchange.

We play that players get all rewards at the end of the round and in whatever order they choose.

We always play that you have to do the rewards in order from low to high. I thought that was in the rules but I could be wrong.

In order from low to high is according to the rules. So, yes, the Alchemist doesn't give you anything if you have nothing to trade.
