Sorry if this has already been answered.
If FP has less dice available than the SP at the start of the action resolution phase, can the FP begin with a pass.
I'm 99% sure that it seems you can, but the wording is a little wonky (maybe the translation) and I just wanted to be sure that last 1%.
Surprised it hasn't been asked before, but then again, maybe it's a REALLY REALLY dumb question.

To the best of my recollection, yes, they can pass. The only criteria is that they have less action dice than the Shadow Player.

Yes!
Any player who has fewer Action dice than his opponent can pass.
If a player tries to pass when he is not able to the opponent should rise up and, in a deep and booming voice, say:
"You Cannot Pass!"

BTW I have a funny story about dwarf-tossing. Before the movie released, I was not familiar with the existence of this barbaric practice (see http://en.wikipedia.org/wiki/Dwarf_tossing), and the use PJ made of it in the 1st movie.
We were translating Decipher's LOTR TCG in Italian and came across this card with the weird title "Nobody tosses a dwarf" (we did not have any IMAGE of the card, either!!!).
Trying to figure out what it could mean, we were "saved" (so to say!) by the dictionary who provided as a possible translation for "toss" = "insult". So we happily went on to translate the card as "Nessuno insulta un nano" (Nobody insults a dwarf). Imagine my surprise the first time I saw the movie...
