Hello everyone,
I'm a new player, so this may seem like a dumb question, but please, I need help. I was playing with my friend the other day, and I was the shadow player, and when I would attack one of his territories, he would activate the nation and movie it once for the attack, and again if I captured the territory, so that he moved twice for one attack, and this didn't seem right to me. Is he supposed to do that?

No, you move once each time you attack a FP-nation It doesn´t matter if you take it or not.

Yes, it's right as long as the territory had a town or settlement, or if he captured a stronghold. But not for an empty territory. See page 34-35 of the rules.
A free peoples nation is Activated if attack.
A free peoples nation is advanced on the political track every time an army containing units of that nation is attacked.
A free peoples nation is advanced on the political track every time a Nations Settlement (Town , City or Stronghold) is captured.
See example at the top of page 35.

Terry's right. The Political Track can be advanced two positions with one attack, but only if it's against an occupied Settlement that is captured in the battle.
