EDIT: seems like they should've been printed inside the space where you put the tiles, so that they're covered up by the tiles & not visible after step 6, since you don't need to see them during the game.
Which is only the initial food tokens for 2 seconds, as you immediately add more in the next setup step, based on the landscape tiles showing.
The whole thing is kind of weird, but covering them would have been a good idea.
