I was just wondering about the power of this development. It costs two food and it allows you to recruit just one footman at each of your strongholds when resolving the secondary ability of the spring season card. This is simply an outrage! By paying two food for this development which would provide only a marginal advantage, and limits the number of unit capacity during the secondary ability of winter, I don't really see the point of building this development.

It would depend on the game. Some games, building all 4 Strongholds (or 5 if you count the Capital) isn't uncommon, and this would give you five more units. This would also mean less need to do recruit actions overall. It may limit the unit capacity for winter, but since this happens in spring you have 3 seasons to do something about it, assuming it ever becomes a problem in the first place.
I have found this to be a fairly powerful ability when you have a lot of Strongholds.

It also doesn't matter if a few footmen starve in winter when you're going to get some free ones in the following spring.

So, are you also implying that building this upgrade will also enable you to recruit better units more frequently, such as archers, siege towers, and knights?

By the way, when would you choose the National Draft upgrade card as opposed to the Paladin upgrade card?

Yes, because with this you won't have to recruit on the Food dial much if at all, meaning you can recruit more on the other two. And even when you do recruit on Food, it can REALLY bolster your ranks.

Second, it may depend on what your dials are at. If you aren't able to get many knights yet, the Paladins option may not be worth it until you can get more.
Third, depending on where your dials are and when you next plan to recruit, the costs are slightly different and one may be better for your current situation.
Fourth, the utility of either depends on the game situation. Both have their uses and while Paladins is useful, it's only useful as long as you are pulling Orbs during battle. It doesn't help directly with building large armies (which are often needed when trying to swarm Strongholds). National Draft helps directly with that.
I do think Paladins is a bit better in the long run, but I have used National Draft to great effect.

My strategy for developments totally depends on the circumstances and what my immediate needs are - I usually pick short term gains over long term ones. Every development seems to have some value in the right scenario - except for may the Elven Archer using a circle instead of a triangle draw in Wooded areas - lame. It really comes down to what resources are available in your areas and what the costs are for each development is, also is there a better Order than playing a Harvest?? That also come into play.
I would only get National Draft if I had 3 or 4 Strongholds built - which although rare, does happen as Humans as I tend to play them more defensively than Elves or Undead.

I agree. Oftentimes, excellent tactical play and okay strategic play beats mediocre tactical play and solid strategic play.

Maxing out strongholds with the humans can be very powerful when combined with this card.
It's a nice way to get "free" recruits. Also very nice if you are lucky enough to get lost city.
