It's OK to make change with the bank (the "general supply," the pile of tokens next to the storage board with the harvest spaces), but not OK to make change with the tokens in the harvest spaces, except for the green & yellow field crops. To keep people from screwing that up & absent-mindedly making change with other kinds of food on the storage board, keep all the green & yellow field crops in the general supply.
Then, if anyone ever tries to touch the harvest board except to restock or take food when harvesting, slap their hand.
(A light, sharp slap, not a crushing downward blow which will send pieces flying. If they have to dig wooden mammoths out of the meat of their palm, you overdid it. But, on the other hand, you almost certainly won't have to do it a second time...)
(If you really want to set a memorable example without ruining a game in progress, perhaps you could do a demonstration before the game begins. "OK, everyone, pay close attention to what happens if you try to touch the harvest spaces when you're not supposed to. Safety goggles on... OK, Matt, go ahead and put these berries on that board there.")

We do put the field crops on the board, but we have a little cup that all payments go into; this eliminates the potential to pay/make change with the wrong places.

(Even if it did suggest to players that they could do that, once you explain that they can't, it's not something they can do unintentionally. But if you're paying 4 with a fish & a yellow grain, putting the grain on the board with the other grain makes it easy to mistakenly put the fish on the board with the other fish.)

Much like Power Grid, I believe, that if someone with fire for example, has many mammoths stored, the hunting filed is plentiful, and the refill amount is four, but there are only three in the general supply, then only three get refilled.
