Hi, I'm pretty confused about most rumor cards' ongoing effect. If it's written "beginning the turn after this card enters play", does it mean THIS turn, or NEXT turn? Cards like Return to the Old Ways even has a special "every Mythos Phase after the first", does it mean THIS turn or NEXT, or any Mythos Phase after the first in the WHOLE GAME SESSION?

If the card enters play in Turn 4, then "the turn after this card enters play" is Turn 5. So it is the start of the next turn. Why would you think it is the same turn when it clearly says the turn AFTER this?
The "first Mythos phase" is the first mythos phase that the card comes into play. Which is right now. It is the same thing as starting next turn.

My reason is this: let's say it's turn 4. "After this card enters play", it's STILL turn 4, because the Turn End mini-phase isn't done yet. According to the manual, in the Turn End mini-phase you're supposed to pass the first player token to the next player, which announces the beginning of turn 5.
My theory is even supported by a interesting reason: my vanilla and CotDP are in Chinese (100% legal Chinese versions made by FFG, not some badly translated pirated copy), and here are the translations:
English: "beginning the turn after this card enters play" Chinese (translated to English): "beginning the SAME/THIS turn after this card enters play"
Yeah, there's that extra word which means "same"/"this" in the text.
In case there's not enough information above, I'll give a more thorough example: On the card "Disturbing the Dead", the Ongoing Effect triggers when:
"Roll a die at the end of every Mythos Phase while this card is in play (beginning the turn after it entered play)"
So, my logic will be (again, let's say it's turn 4): Q: After the card entered play, what turn will it be? A: Turn 4. Reason: explained above. Q: Does the Mythos Phase end (thus hit the trigger of "at the end of every Mythos Phase") after the card entered play? A: No. Because you resolve the card AFTER it entered play.
Thus, after solving the Mythos Card card (which means the rumor is in effect now), and decide to end the Mythos Phase, the rumor WILL be activated, because: 1. The rumor is in effect now; 2. It is "at the end of Mythos phase" (everything on your mythos card resolved? Ok, END PHASE); 3. It is "the turn after the card entered play" (it's still turn 4, because Turn End isn't done yet, and first player token not passed yet).
As for "every Mythos Phase after the first", such text exist only in the two rumors mythos in CotDP, so personally I would treat it like how all the other rumor cards do.

You shouldn't be using the translations to rule on questions. Even if it is a 100% legal copy, FFG themselves are not the ones translating it and checking it for accuracy. So the English, as the original language, would overrule any translation issue.
The English is clear: they take affect next turn, not the turn they were drawn. In the Mythos card you described, you would not roll the turn that it was drawn and brought into play - this is why they text says what it says. the point being the investigators have to at least have a chance to tackle it before it starts doing its damage.
Your logic is flawed on Point 3 above. It is is still turn 4 so it is NOT the "turn after" it entered play. It entered in Turn 4. turn 4 continues until the final resolution of the Mythos Phase. Turn 5 begins with the new Upkeep phase. Turn 5 is the "turn after."
I think what you may be getting hung up on is the "pause" between words. It is NOT the "[same] turn" < pause > "after it enters play." It is the "turn after [this one]" < pause > "it enters play."

The same translation problem occurs in the Spanish version, and Edge (Spain's publisher) has marked it as an errata, I believe.
