That role sucks. Oh never mind. I thought you said medi-vac.
I think unlimited 2-step power is probably fine. Once per turn, that ability is no better than the Generalist, because the Generalist can always use their fifth action to move an extra time if they so choose. Moving two points repeatedly is not too overpowered because:
- You can move up to 8 points, but doing nothing but moving on your turn is probably not useful.
- You can move 6 points and do one other action. That's pretty strong, but probably the Troubleshooter can usually also go as far without spending cards.
- On many turns, drive/ferry 6 times won't get you exactly where you want to go. Sometimes, you will want to direct, charter, or shuttle flight at least once. On those turns you will only move 4 points by drive/ferry, only two more than other characters.
- If where you want to go is not exactly 6 points away, then you also only use your power once or twice.
So even if the power is unlimited, I think in most turns it will only be used at most twice.

Anywhere in the region? That seems weird and unthematic. How does the pilot evacuate someone without being there? Does this cost an action to do? What if you can only move a cube in the city you're in, but it doesn't cost an action?
