Title explains it all. I have a cowering captain in the same hex as a quality good order Lt. When he tries to recover can he accept a bonus from a lower rank?

No. 6.54 is pretty clear
"A leader may use his morale modifier to assist lower-ranking leaders just as he would to assist units."

Can't assist equal or higher-ranking leaders.
