Usually the response to these questions is that people play their actions at the same time, but I don't see how you can with this one since it may affect whether a player can afford their own action or not.
The act of building it should be simultaneous with everyone else's actions. So they still do what they planned. Then the resolution of the wonder should happen and everyone pay with what they have left.
