Dunwich Horror rules are not completely clear on retiring rules, but this is how I understand it:
one can retire an investigator anytime. One skips his CURRENT and the whole next turn (from the upkeep to the mythos phase) and starts playing from the upkeep phase the turn after the next. The rules say that "the player simply skips his turn", though. According to that, I'd say that if I retired an investigator in the Encounter phase, I'd start playing with a new investigator in the very next Upkeep phase.
What do you think?
Also, can I retire an investigator in the Mythos phase, for ex. after monster movement?

Retire at the start of Upkeep, skip that whole turn, begin with your new character at the start of the next turn's Upkeep.

You're right. They're not very clear. The simplest thing is to do what Eric says: you retire your character during Upkeep only.

I agree that it's not entirely clear from the rules, but that is the only way you can really "skip your turn" completely. (It's just one turn, btw, not your current turn and the next turn.)

I don't have the rules right here, but I don't think retirement got included in the rules until Injury/Madness with Dunwich Horror. In that expansion, if an investigator has at least two Injury/Madness, in any combination, that investigator can be retired during Upkeep, as posted by others.
