The English blurb for this on BGG leaves some definite confusion for me.

[quote]
The rules of the Thüringen Edition cleave closely to those of standard Catan, with a few departures to keep things interesting. Players may only build cities in the round intersections denoting actual cities. Because some of the cities are only one hexside apart, the spacing rule requiring two roads between settlements is not in effect. Having built a road to a hex with a settlement, one cannot build a road leaving it until one has build a settlement on the hex. Finally, to obtain the benefit of a harbor, it is only necessary to lay a road on the hexside shaded in red.

What are the little (non-named) circles with the farm pictures at some intersetions? Is this what the blurb means when it says "Having build a road to a hex with a settlement"? Assuming that I'm correct, can you only build settlements in those circles and the named city circles?

Those are victory points that are claimed by the first player to connect to them with a road. No settlements may be built there.

Playing with 5 or 6 players, you may also build settlements at the intersections marked with a victory point. But then no victory point chips are laid there.
