This is just what it seems: a raw, unoriginal mix of the placement and movement rules of Slither and the goal and capture mechanism of Go, with area scoring. I've played it against myself a few times and really enjoyed it. I'd post the full rules if necessary, but you get the idea.
It's interesting to note that this is most likely a soft-finite game, i.e. while it's not theoretically free of cycles, I don't think sensible play will ever lead to them. At least, I haven't been able to construct a single counter-example so far.
Also, while captures are less frequent than in Go, the movement rules make it more tactical nonetheless.
