How is this useful? Does the King replenish his hand before you take your turn? If so, I can see this being useful once in a blue moon to force the first round of scoring after placement of a King's piece.

This card, to my knowledge, is really only useful in a couple situations:
1) Remember that the King can only place in an empty country if there is no other choice. If all countries are either empty or full at the start of your turn, you can make the King go first so that you can then place two of your own cloisters or a cloister and an advisor in that country.
2) If the King has or is tied for the majority of cloisters in a country and no more advisors may be placed, you could make the King place another cloister so that you could then place an advisor. I haven't actually seen this case be played, but it's conceivable.
