Okay. This has me excited. Time to start brain storming on how to make this into an advanced empire builder now. With resources and such. Let the debate begin!
Obviously Farmland and pastures to a lesser extent, will create food. Mountains and Peaks will make stone. Forests - Wood. Swamp and undergound mud makes bricks. You'll need an above ground Dwarven mine or underground mine to harvest metal. How about Mushroom Forest? Ideas?

Um... Mushrooms?

Remember, the tiles are designed so you only have above ground (front sides) or you only have below ground (back sides). You can't mix-&-match. So if you want to do an empire builder with resources like this, you'll need to get wood from the Mushroom Forest. And you'll have to find a food source in the underground, too, as there are no plains or pastures.

Maybe use dilithium crystals to power your food replicators? Oh wait, wrong genre.

Using both won't be trouble at all, so long as you play with maps separated, with Tunnels attaching.

Sounds good to me.
Lets call the Above-Grounders Elai and the Below-Dwellers Morrock.
But, more to the point, let's include a Time Machine!!!!!!!
cool

But seriously, considering the "Go East" Scenario - don't you think that the game will become a little confusing and chaotic, what with all the really small terrains that could emerge...?
