Base game rules say 1$ to the town +1$ for every link. How is this modifed when the town is on a river?

The general rule in Age of Steam when a river runs through a town is that the town building costs take effect (essentially ignoring the river for that hex). I would assume that is is no different for Scotland, although I haven't played that expansion.

After looking over the rules, I don't see anything saying that there are special river/town building rules, so I'd say just build Inverness as a normal town. There are special rules saying that river/mountain building costs accumulate when there are both, so that is a difference from the usual rules.
