The game of nations has always dictated that alliances between powers involved various quid-pro-quo. Alliances came and went during the period and the shifting positions could have great consequences for world affairs. In strategy games where formal alliances are involved, there are a variety of mechanics that bring them about. Bidding is just one of many - think of it as a gathering of heads of state using whatever means to have things arranged in their best interests (in this game an abstract bidding mechanic is the means).
