The instructions do not give much information about the origin card. Only that it can be passed to another player, but not during combat. and you can have more than one. Certain weapons can only be used by certain level players.

How does it add a level or two to the holder of the card?
Does it add a level to the receiving player of the card?
does the card count towards the holder level for combat purposes?

Normally you can only have as many points of powers cards in play as your base level (bonuses don't count) and origin cards just allow you to have more points of powers cards in play. For example, I'm at level 2, usually I wouldn't be able to play a three point powers card (like "Eye Beams") as that wuold be one more point than my base level. But, if I put "Stubbed your toe" into play that gives me an extra point so I can now play the "Eye Beams" card. The "give it to another player" text is just a calrification that you can play it on other players, although usually you would not want to as that would help that player as they could now have more points in powers, but it might make a good bribe. It's also there because I believe that it is planed that some origin cards in future expansions may have associated determential effects along with the power point bonus, so playing it on some other player may have inconvient effects on them. For example, I can see an orign card that also included a sex change with the usual "-5 in your next combat" effect. Note that an origin card is not a bonus and does not add to your levels in combet, it just allows for more powers.
