If the commercial had been made in 1960, it's almost certain it would have been filmed in glorious black and white. (Only a handful of shows were being broadcast in color then - primarily Westerns, live sporting events, movies, and some special events such as the Academy Awards.) I remember seeing it in the mid-to-late 1960s.
I agree that the music was reminiscent of the late 1960s - nothing like the ballads and doo-wop of 1960 (good luck finding a station playing pre-British Invasion pop/rock/R&B; they're virtually non-existent).
November 7,1966 NBC becomes the first 100% color network with the conversion of "Concentration" to color.
I remember the event. Hugh Downs (host of Concentration) came on in black and white. Announced that starting with that show, NBC was all color. He told the engineer to turn on the color and it became color. Then he called for the NBC peacock.
Most commercials were in color by then. The suggested date of 1967 is quite credible.
It was 1970 or 1971 before my parents bought a color TV. The cost of one back then ($1500+ in 2011 dollars) wasn't easy for a blue-collar family renting a rowhouse in Baltimore.
Thus I missed out on a lot of the history of early color TV.
