Perhaps his greatest contribution in this era is his development work on games. It is rarely acknowledged, but a great developer is often the difference between a game, and a great game.
No less a light than SPI great David Isby noted, "Tom was the main guy on WAR IN THE EAST - WAR IN EUROPE - WAR IN THE PACIFIC rules and development -- that's about two years right there."
