From the inside flap:
This new book seeks to do for the fighting ship enthusiast what is already being done so ably for landbased battlegamers. Author P. Dunn has spent many years developing his theories of naval wargaming and offers a selection of rules that enable realistic battle and indeed campaigns up to "world war" scale to be waged on all kinds of venues from a small "map room" up to the floor of the village hall!
Today, with terrific firepower and navies fighting without physical sight of each other below their horizons, much of the glamour may have departed but no...our author makes even these battles exciting and comprehensible. The ideal period was undoubtedly the early ironclad days, and this is indeed the author's favorite battle scene.
In eleven chapters a cast amount of information is conveyed, many scoring schemes and explored and a terrific enthusiasm conveyed. We hope many more will be forthcoming from the study of these pages.
