On the box cover is a note "with instructions in french" (avec instructions en francais). While the instructions inside the box cover are indeed in French and English, the game board, dice, and money are all in English. This was printed at Copp Clark's Toronto address (although they had branch offices in Vancouver and Montreal at the time).
