I am looking for a simple system to use for a Skyrim RPG experience. If you have a more complex system to recommend, I am open to hearing about that as well.

I like the storytelling and the world/cultures that this videogame creates. I also really like the perks system on the 18 skill trees.

From http://elderscrolls.wikia.com/wiki/Perks:

Every time a level is gained, a point is granted to spend on a perk. However, it does not need to be used immediately; it can be saved for use later.

Each perk will have certain requirements before it can be chosen - for instance, perks after Shield Wall require a Block level of 20, and higher-level perks, such as Shield Charge, require a Block level of 100.



Do you have any suggestions or comments on how I can modify an already existing system to play Skyrim?

Note: I played lots of pared-down house-ruled AD&D back in the day so I lean towards simpler rule systems with lots of storytelling.

Here is another system I was thinking about. I must confess that I am not sophisticated enough (in RPGs) to figure out if this can be combined with the perks and skill trees.

Would this allow a perk and skill tree system? I ask because I like the idea of doing the 100 point skills system on a d20 or d100 roll.

What about this one? It's kinda got Skyrim written all over it.

Core Basic RolePlaying (2008) is skill based and the recent Magic World (2nd Edition) is the game's fantasy setting. It's fairly easy to create new species to cover the Skyrim bases and magic is pervasive, but not not overly flashy. BRP is a modular system, so you can make it as complex or as simple as you need.

The Fallout system is pretty similar to the Elder Scrolls system, so this fan made game might do the trick. I've never read or played it though, so can't vouch for it.
