A 3p group was saying they'll wait until the cards are reshuffled so that cards for certain cities, and used special events will become available again.

Game ends when you have to draw but can't! Or at the start of the turn that you can't? Either way, no reshuffling that deck!

A structure was 9-high at its highest point.

Even the Tower (at least in the plastic block version) had a layout where the highest was 8, at 4p. There are global rules in the rulebook for high each structure can be for each board and each player count.
