What initially drew me to Vassal was the huge library of modules. Unfortunately, most of them do not enforce the game rules. But Vassal does have this capability!

I wanted to create a geeklist for people to post the modules that DO enforce rules!

Rules enforcement across the board is extremely difficult to put into a module. The way I learned it from Super Joel (hope I'm not misquoting) is that Vassal is a means to play the game. It's ultimately up to the player to know how to play the game. When you play face to face, the board game doesn't enforce the rules. Vassal is a way to play face to face around the world...kind of like playing with Skype, only better.

Nor do I think Vassal SHOULD enforce the rules.

But with that said, to some degree, I often put some measure of rules enforcement in many of my modules in the form of the Restriction command.

But with Hands in the Sea, I went all out. That was because when I would playtest it with the designer, we would often forget things: I would pay the money to purchase a legion and forget to discard a colonist card. Or I would go to bribe him and forget that he has drafted a strategy card that makes it costs more money to bribe than I have. (Note: these things are easier to catch in a face-to-face game than a Vassal game.) So I put a TON of rules enforcement into this. If you can't afford something, the option is disabled. The game also has special strategy cards that allow you to temporarily "cheat" so I had to open it where it would detect your card and automatically perform functions.

But in order to do this, I spent a good part of 2 years building the module, tearing it down, rebuilding, tearing down, rebuilding, etc. It has went through 3 complete overhauls and I would guess I spent well over 500 hours on this, but man, is she a beauty!
