Normally cards have served as the basis of game systems, which is a base set of equipment that players design games around. I am working on one myself, so I figured I would list what else is out there and see what people come up with. So, here is the list. I will look to add mine later as I make progress. Ideally, what would be listed here is entries on BGG that would lead to the creation of new games, as is the norm for game systems.

Cheating a bit here as the board is essential to play the games that come with Spiel -- the board enables you lay dice on a corner, enabling you to build a large pyramid.

Would you consider word games? Tuf-abet contains rules for several word games, most of them derivative. The "gimmick" here is that instead of providing 20 unique dice per player, the game contains only five different kinds of dice. Red dice contain only vowels while orange ones contain rare letters.

Apparently contains 21 games.

From the little that I remember, each successive game adds additional rules or concepts to the base game. But I might be totally wrong.

This one's on the fringes of what a game system is; a game system implies that you can play very different kinds of games with the same components. I don't think Tenzi promises this.

You can buy an expansion, 77 ways to play TENZI, which is a deck of cards that vary the rules of the game. Still, the main premise of the game, to roll your dice such that the same number is face up, stays the same.

Another game I saw for sale at Chapters.

Another letter dice word game that comes with rules for many games (many of which seem to be derivative or variations of each other).

I do like the compact packaging of this game, though.

I am not sure if this is what you are looking for - but there are expansions, so it is possible to count this as a dice based game system, and not just a single game.

There are several variants of "Poker Dice".

There are dice, like the aforementioned "Sharp Shooters" that have all the cards on dice. There are these that only have an Ace, King, Queen, Jack, 10, and 9 on them. Some replace the 9 with a lower number, so there is only 1 way to get a straight. And then there are still others that have more than 6 sides.

Chess on Dice.

Well, almost. There are only 8 dice per player. Each die has a Queen, Bishop, Knight, Rook, Pawn, and Mountain on them. There is no king, no checkmate, and no stalemate. The Mountains cannot be attacked, or jumped over. Each player takes turns rotating one die (in one step up or down the rank) and moving a different die. The game is over when one players pieces are all gone.

Of course, that's just the game that comes with the box - you can play any number of chess-variant / chess-related games with it. Including Chess. But you'd need 2 copies of the game (which are hard to find, and rarely cheap.)
