Well, not cheating because the rules of the game specifically mention these things are allowed. What I am looking for are games that have rules, roles, special actions etc... that allow for a player to deceive other players. The rule allows the player to do something that if goes unnoticed is allowed and if caught results in a loss, penalty or at least a return of whatever was stolen or changed in the game state.

The card Invisible Hand is kept secret. You can steal gems and gold worth victory points until you are caught. If you are caught you must return the item that you were caught stealing. Any items previously stolen are yours to keep.

The wild power of the Filch flare allows you to take tokens from the warp or cards from the deck or discard pile when you aren't entitled to them. If you are caught you lose a token to the warp, must return what you were caught taking and must reveal the flare. But at that point the deck and discard pile are placed close to you for easy access.

(Note this is the Eon version, I don't know if this applies in other versions)

A variant included in the ruleset allows cheating. I think it indicates if you get caught, you have to undo the cheat action. There is no other penalty.

My very first game one person cheated really agressively in the first 20 minutes & wouldn't relent. It blew up in a fight.

Long story short-they aren't friends anymore.

I wont play that variant again.

In Plunder, the rules state that on your turn you must pay your crew. If you fail (or dont want) to pay your crew and no one calls you on it, success. You cheated and saved some money. Arrrrr! But if someone calls you on it before your turn ends. MUTINY!

Cheeting is required by the rules (or allowed). I used to hide all the wild cards in my lap so I could pull them out at the last minute for the win.
I would really like to get a copy of this game for old times sake. Maybe this summer I might find a copy of it in my mom's storage shed when we go to clean it out.

I was taught that in this game, when pegging your points, you can intentionally peg too much. If not caught, you keep the extra points. Don't know what the penalty is.

I seem to recall possibilities for cheating in Diplomacy. Not sure if it was in the rules, or perhaps in an article of The General. The cheating was on the order of hiring spies to listen in on opponents' negotiations. When I tried this, my "hired spy" was my pre-teen sister, and though she was willing to spy, she didn't necessarily understand what she was hearing. She was able to accurately describe (with rolling eyes) what my geek friends were wearing, though.

Steve Jackson has specifically said that you're allowed to cheat in any of his games. Usually if I play Munchkin it's with cheating allowed - we don't allow lying, so if someone asks you how many cards you have in your hand for example, you have to give the correct answer and possibly donate to remedy the situation. There is no other penalty though; you only lose ill-gotten gains if caught.

Sometimes people will notice you cheating, but they won't speak up and instead expect you to give them something to keep quiet...

This one is popular with my kids. Players throw a hidden die to move. Two sides are Xs, the others are 1-4. You can call cheat on someone if you think they've thrown an X. If you're wrong, you lose a piece. If you;re right the piece they moved falls off the bridge.

The game has a an ice system of sorting out who's won as well.

I've heard of some versions of Mao that allow cheating, though I've never played any myself. The penalty for being caught, of course, is more penalty cards =)

This game has an infamous foul claim rule that prevents making extra long moves intentionally to prevent a horse from winning.

this old game (1938) allows cheating..
of course.. there are some rules if you cheat (i.e: if you move more than the number you rolled, a scout car may arrest you, and you can't move more than 6 spaces...)

This definitely belongs here.
The objective is to get rid of your cards, by playing them, giving them to other players or anything else you can think of. There are even cards that you can neither play nor give to others, so you have to get rid of them by dropping them to the floor, up your sleeve or something. And one player, the Guard Bug, has to watch everybody else and make sure that nothing of the sort happens.
Great fun with the right crowd.
