Miniature Wargame Boardgame, Non-Collectable Components... I'm not Asking For Much! (Or Am I?)

A couple of years ago i started searching for a wargame that would be suitable to my liking and up to this day I haven't found one some games come close, but there's always something missing. After many years of searching I made a list of what these games should have.
Essential components and mechanics:
1. It should be a miniature wargame (nothing fancy Napoleon in Europe or Axis & Allies type miniatures should suffice) with non collectable components, either with a random map (a-la Twilight Imperium) or with a fixed map - either historical (a-la Axis & Alies or Napoleon in Europe) or fantasy (A game of Thrones) based. And it should have at least 4 different types of units (like Twilight Imperium, Napoleon in Europe, Axis & Allies etc.)
2.Objectives - The game should have at least the objectives of minimal complexity (like the missions in risk). The best "wingame" objectives I found are the objectives in Twilight Imperium 3rd Edition.
3. It should be a wargame with a more complex dice driven battle system (more like Napoleon in Europe, less like Twilight Imperium and Axis & Allies and certainly not like Risk or War of the Ring). And no dice driven non battle actions like War of the Ring.
4. The nations/empires/kingdoms/races should be more balanced even if this doesn't fit the historical background. So more of Twilight Imperium and less of Napoleon in Europe.
5. In connection with the previous point the nations/empires/kingdoms/races should be specific and unique, especially in the military matters. More like Twillight Imperium (or even more different from each other), and less like Napoleon in Europe and Axis & Allies (where all the nations are almost completely the same, with the only difference being th number of starting territories, income and initial millitary strength)
6. The game should be mainly a wargame and the ratio should be wargame 60-40 other mechanics. For an example I will rate some games like this: Twillight Imperium 40-60, Axis & Allies 90-10, Napoleon in Europe 45-55, Risk 100-0, War of the Ring 20-80
7. The movement should be area to area and not point to point.
8. It should be a game for at least 3 players, preferably for 4 and more.

Non Essential components and mechanics:
1. Random neutral territory defense forces and random resources (something similar but not quite like Nexus Ops)
2. Action card deck which should make the game more random and not more unbalanced. So, again, more of Twilight Imperium and less of Napoleon in Europe.
3. There should be nation specific leaders with unique abilities.

Napoleon in Europe is the game that looked like it could be the game I want but has turned out a disappointment. The battle system and the miniatures are excellent but almost everything else is flawed.
1. The player nations are veeery unbalanced. There is no way in hell that one could achieve victory with the Otomans, Prussia and Spain. Even the Austrian nation is at a disadvantage compared to France, which is he immediate neighbor. And the English player has very little to do because he is limited in building ground troops.
2. Another bad thing about NiE is the fact that there are no objectives (I don't count "fight, expand in order to have more conquered teritories as the next guy" as an objective). Without a Twilight Imperium or even Axis & Allies type of objectives the game doesn't draw you to play it.
3. A minor complaint about the battle system is that it takes too long to do. It should have been sped up at least by including more dice.
4. There should have been balance action cards instead of random cards which unbalance even more the already unbalanced game.

The problem with Axis & Allies is that it doesn't have any notable non war related mechanics and that the nations are not very different. Also there could be some objective and action cards involved. The battle is simple but O.K.

Twilight Imperium is probably the best choice but (there is always a but) the battle system should be more complex and, also, I read that the game punishes players who try to win through warfare. Everything else is great (except for the time consumption of the game).

The main problems with War of the Ring is that:
1. It's too complex
2. The mechanics are dice driven
3. The wargame ratio is 10-90
4. The battle system is too simple, relying more on the cards than on the strength of the units

I'm hoping that Age of Conan will be the game I'm looking for, partly because I'm a huge Conan and Robert E. Howard fan. But I'm afraid that the battle system will be as simple as War of the Rings battle system and I also read that the game will contain only 2 types of units per nation: a hero unit and an army unit which will oversimplify the game, especially the battles.

Our game fits most of your criteria and your second non-essential criteria. The miniatures component of the game is optional, and relies on 3rd party minis (A&A minis, FoW, CD, etc.).

OK, I am not that familiar with the games you mentioned, but if SoE had miniatures would that work? (Just trying to understand more or less what you are looking for... not trying to suggest this is the game.)
