There's still a decent fanbase for this game. Yet, the expansions are hard to find, and multitudes of Zargons hunger for more variety than the creatures included in the base game... so why not convert critters from other games into monsters and heroes?
I'm listing the other games I own that have been helpful for this so far.
Feel free to add any games with plastic fantasy minis that don't stand out from the HQ ones (same scale, plastic rather than metal, and painted a single solid color).

You get one rather nice, tall villain figure that would make a good stand in for a vampire or an evil wizard. Currently I'm using him for a Druid hero. You also get a half dozen identical (save in color) generic adventurer figures, which are nice if you want the heroes to be facing off against a competing adventuring party.

Jackpot, baby. With this big ol' box you get knights on or off horses (as you prefer), goblins on or off wolves (once again, as you want 'em), a cannon, good archers, evil archers, crossbowmen, and beastmen. Even if you don't like the game that much, you'd be mad to laugh at all those minis. The only sticking point is that they were all designed to be stuck into sizable unit bases that don't work for HeroQuest... so you have to get bases of your own to stick them in for them to work on the HQ board. But it's well worth the trouble. Currently one of the wolves is going goblinless as a servant of the aforementioned Druid.

I recently purchase some packs of D&D Miniatures for our Warhammer Quest campaign, it’s a little bit smaller in height (but it fits fine on the board), so I find it perfect when I’m I need a change from the grey plastic of WQ, create a special party or the boss mob. Or you can try Mage Knight, it’s higher quality than D&D but it’s more expensive, and the base is bigger than WQ/D&D. The advantage of D&D and MK is that both of them are painted and plastic.

51 orcs and 51 dwarves, all in their unpainted, plastic, miniature glory. This was Grenadier's "Warhammer-esque" fantasy miniatures game and the base set included this small pair of armies. If I remember correctly, the base sizes on the minis are about 1" x 1".

Halberdiers, captains, and mounted knights of different colors inhabit the medieval Weapons and Warriors world. They would all feel right at home in a Heroquest game. This simple "game" system also has incredibly detailed, working siege engines such as ballistae, catapults, bombards, cannons, and more. Also, lots of buildings with the tendency to fly to pieces when hit by a small, orange ball (maybe that isn't so useful with Heroquest).

There are also Pirate-themed expansions to this game that include great pirate and captain miniatures, along with miniature sailing ships, islands, towers, cannons, and so forth. Perfect for sending Heroquest onto the high seas.

Crossbows & Catapults came with several miniature figures of "Vikings" and "Barbarians." They'd be perfect for mercenary humans in Heroquest. Also, lots of siege weapons and exploding buildings and such.

Later expansions had some great figures like the giants (pictured here), namely the Minotaur and the Cyclops. There was also a large dragon figure. They'd make some great, huge boss monsters for Heroquest.

This game has plastic miniatures of a dragon, an ogre, a minotaur, an elf, a dwarf, a warrior, a skeleton, an orc, and the Wizard King himself. All are of perfect size for use with Heroquest (except the dragon is a bit small... maybe he is just a baby?).

Zombies! Dozens of 'em! What could be more perfect?

Best of all, you don't actually have to buy the game to get them. Just buy the big "Bag o' Zombies" that the manufacturer also sells. You get two choices of flavors in your zombies: regular or glow-in-the-dark.

4 Hero miniatures: A knight, a barbarian, a dwarf, and a ranger all with weapons that can be changed out as they get different equipment.

21 Monster miniatures: 8 orcs, 4 ogres, 4 skeletons, 2 mummies, 1 manticore, one evil wizard, and one undead "haunter."

18 Magic items: 2 fireball grenades, 4 boots of speed, and 12 potions.

Add to this mix treasure chests, skulls, gold coins, and AN ENTIRE CASTLE DUNGEON that are all perfect for Heroquest.

Find this game, throw away the rules, and start playing Heroquest with it.

Yet another Heroquest rip-off with miniatures and dungeon bits.

This game has 16 plastic miniatures, dungeon doors, and lots of rooms and corridors that would be a fine addition to Heroquest.

This game also includes several maps that are about the right scale for use with Heroquest.

Essentially, this game is TSR's answer to Heroquest. It was created to be a simple introduction to Dungeons & Dragons, but never really took off or was supported as a stand-alone game.

This game is like a modern HQ. Unfortunately, it was only released by Hasbro and WotC in Europe...and honestly I have no idea why, as we all know there is a HUGE market for minis/dungeon crawls/fantasy games in N. America. As far as the figures go, they have to be a combination of plastic and rubber. They show detail quite nicely, but are "thicker" or "bulkier" than HQ plastic minis. Still, despite the sizing and the thicker base (which makes the D&DBG figs stand SLIGHTLY taller than HQ figs), these figures would fit quite nicely in HQ and offer up a good variety as well. 40 figures in all, it includes:

6 goblins - green
6 skeletons - white
5 gnolls - brown
4 ogres - brown
4 bugbears - brown
3 trolls - green
3 ooze (tiles, not figs...c'mon, they slide along the floor!)
3 wraith - white
2 wight - white
2 carrion crawlers - green
1 lich - white
1 Regdar, human male fighter - purple
1 Jozan, human male cleric - purple
1 Lidda, hafling female rogue - purple
1 Mialee, elven female wizare - purple

Keep in mind that the D&DBG moulds for minis are different than HQ figs (i.e. D&DBG goblins don't resemble HQ goblins in the least) so for HQ purposes you can call it a Hobgoblin and give it different stats. Also, the boards are worth mentioning as there are two with grassy outdoor areas. Most are indoor stone dungeons and would serve well to mix up the HQ board that your groups have long grown weary of. 3 trees and 4 columns also add to the 3D atmosphere. If you're willing to pay around at least 20£ (roughly $40) to have it shipped from England then this is the perfect add-on for HeroQuest and it's well worth it.

First Quest Has some of the Dragon Strike miniatures in addition to including THE CLERIC! which if one is not aware of the RPG one might not even know it exists! Cool beans.
