In no particular order, my list of games, both ones I like and ones I do not, that have, in my opinion, very badly or horribly written rulebooks.

Sid Meier's Civilization
Sid should be ashamed to have his name on this. Definately the worst rulebook I have ever had the displeasure of reading and trying to figure out. (And that is the nicest thing I have to say about the game!)

American Civil War
The rule book reads as if it was written by the game designers, and they were trying to explain it to you, and forget to mention the details or explain concepts, situations and things clearly because it all makes sense to them in their head. Too many sessions left us flipping through the rulebook and scratching our heads trying to figure out what happens in certain situations. The errata available for the game help. Perhaps the new addition coming out later this year will fix all the bugs.

Kingmaker
The second edition rules created more confusion in their attempt to add levels of play to the game and clarify the rules.

I would rather read the 2005 IRS tax return instructions intheir entirely.

Empires in Arms.
I love EIA, but the vagueness of some of the rules creates many questions and conflicts with other rules.

I know many people out there love ASL, and I respect that, but a 4" binder for all the rules? Comeon!

These rules were written better than its earlier brother 'American Civil War', but still had many vague and confusing rules to flip through, and a less than logical layout.

Another of my favorites, but the rules are vague in many critical and key areas and leave room for anarchy if house rules are not agreed upon in advance.

Down with the King
Stereo instructions in the form of a game rule book. It is a good game, if you can digest the lengthy rules, their abstract concepts and lengthy sentences.

Supremecy (and all its expansions)
With all of the expansions in play, you are adding a rule on top of a rule and modifying another previous rule and then adding to that, and not explaining how it modifies the previous rule it replaced...well you get the picture.
